Is there a way, and if so how, to make all wall inserted into a drawing to insert on layer zero no matter what layer is active?Without changing layer keys and such. We have a template that does what we want but a certain project needs them to be layer zero upon insertion (please don't ask) and I don't really want to change the office standard layer keys, etc.

If you make the wall style accessible thru a tool palette, you can edit the properties of the wall when it's inserted:
Right click
Properties
Layer Overrides
