Guys,
I have this pdf that I have exported to a jpg. When I try to align it gis its all whimp wag. I tried the ruber sheet command, its not even getting close to best fit using 6 points.
Any other ideas?

Attempt to geo reference it using QGIS

or use more points....general rule is to use as many external as internal points to define the rubber sheet action
the more generally evenly distant they are the better the resultant

Can you place to many points on an image? I know they need to be in a clockwise fashion order for it to work?

never heard or experienced any need for 'clockwise' placement....(it's autodesk could be true)
I do know the even distribution and similar number of internal vs external points is recommended
