Title: fdot state kit c3d labels?

I'm trying to work with the FDOT state kit for a urban job (client mandated) and no-one in house has a lot of expertise.  What little FDOT I've done to date has been for permits etc, not using their 2014 or earlier kit

But -- text, notes etc had always been 0.08" -- the fresh install of the 2014 state kit has text size on c3d label styles as 0.1" -- which is awfully large on the standard AnsiB sheet required.  Any one know what's going on with that?
