Placing objects on new layers

We are changing the layering system.
Soو I want to place all objects on new layers with their properties.
Any ideas on how to accomplish this task?

Dump all current layers to a text file open in excel, make a second 3rd 4th etc columns with new layer name, color etc. Can then make a csv fie and use a lisp to change the layer details. "Rename" of layer name is built in.

I want to move objects to new layer with new properties. I believe LEE solution is good.

I believe "RENAME" does not change layer properties.
