I am sure there is a variable with a default value at least in the vertical civil apps that controls when the departure from vertical is reached for the text to flip for readability.
In Civil 3D, it's the "Readability Bias" defined in the Label Style. It's only available in C3D Labels.
I don't remember ever seeing any similar feature in Land Desktop, or for plain Autocad elements like Dimensions.
