As it says on the tin - is it possible to attach xdata to the layer object itself, rather than one of the objects in it?

Excellent. Is there a command to get the user to select a layer (like entsel but for layers themselves)?

I would suggest using a
List Box
, supplied with the list of Layers, or simply prompt the user to select an object and retrieve the object's layer.
