Layer States Manager with Xrefs

I am having another one of those days that I can not think straight. I created a layer state in a xref base.dwg. I then exported it out to a LAS file. I opened another file and xref'd the base.dwg into it. I then imported the LAS file and tried to restore the state that I created in the base.dwg.
Am I thinking this is the correct way to do things or am I missing something? I was trying to create layer states that would work universally through a base.dwg.
Thanks for any help guys.

If you are trying to assign that layer state to the XREF layers, it won't work. The layer names don't match the XREFd layers.
To get the layer settings from the base file into the the referencing file, set VISRETAIN to 0 in the referencing file.
