GPS-Like Routine ... how probable / possible?

What's people thoughts about this? Is it possible, probable...just too hard? 

Regarding water pipe design the fittings are usually at various degrees. In my jurisdiction we have a 1-degree deflection, a 5-degree bend, 11.25, 22.5, 45, 90 degree bends and so on.

What's your thoughts about how probable would it to be create a routine that would automatically generates a line with those angles, between two given constraints.  Say two sides of a street, or a street and another utility. The concept is that autocad, or civil 3d, or applicable would automatically generate a line with the least amount of bends, longest lengths, using the optional angles provided while staying within the lines.  Example attached.
