xref layers faded

Ok,

done wrestling with this one, can someone help me figure out why (in Civil3D 2010) all the layers in an xref are "faded".

Are they on locked layers?  LAYLOCKFADECTL?

IN Autocad there is the varibale XDWGFADECTL, does C3D have it?  or something similar?  It controls fading of xrefs so you can distinguish referenced objects and non-referenced objects.
I + XI = X is true ...  ... if you change your perspective.

I no longer CAD or Model, I just hang out here picking up the empties beer cans

it's also available on the ribbon under the insert tab references (or something like that). just expand the panel and you'll see a slider.
