Why is this?

Purge the REGAPPS. There are 4677 of them in that DWG.

Primary bloat is anonymous groups (almost 50000) as well as the usual sh!t AutoCAD Architectural adds, like bloated regapp entries (close to 5000). Blow them away and the file drops to under 100kb, yes kilobytes.

They're out of production. I fluked out (was looking for something else) and found one on craigslist years ago. Maybe try ebay?

Just purging the regapps brought the file down to 96,411 bytes (saved with vanilla 2012)
Did not see any anonymous groups...

I could write a routine to clean it up, but another thing you can do is
Type in 'Erase'
When it prompts you to select objects type in 'All'

That will take it down to around 208KB

Also whoever sends you these files uses Arch or MEP and tell them to use the EXPORTTOAUTOCAD command
That reduces it 52KB
Or they can do it in a e-transmit
