What do the numbers on side on bottom mean in pic below

the side - reference elevations based on the profile view datum

The bottom - band set is stations along the centerline/alignment

Sorry I know nothing about civil this is a site plan with a proposed sewer line. I am adding comm and electrical and  need to create a little elevation detail showing spacing between each.

I just trying to figure out how deep it is buried

A) use a depth label

B) create those utilities as pipe runs and put them in your profile view

C) copy and offset (raise/lover) the profile to the utility line level

D) combination of the above

I am not using civil3d and the file is has been exported out and will not be using civil3d at all.

Not having much luck getting in touch with guy and just need to know minimum depth.

Here is simple example of what showing and does not need to be link but what minimum buried depth is

when you attempt to locate something in that grid keep in mid it will most likely be at some multiple of ten(10)
or what ever the vertical exaggeration of that profile is.
So you will not get the vertical distance directly it will be a multiple common vertical scales 2, 4, 5, 10, or 20

A trick I use to use in the past for this, draw your detail(s) at 1:1 horizontal and vertical.
Then make a block and insert it with x=1 and y= vertical scale

That 3'-0" dimension also might throw a caution flag if you are not familiar with Civil drawing units ... FEET and decimals thereof ... inches don't really exist
