Dynamic block doesn't like being dynamic

In Land Desktop/Civil 3D 2008, a few simple DBs with stretch and/or align parameters tend to stop being dynamic.  If the block is inserted then either rotated or scaled up/down it loses it's DB grips.  BUT... if you change the scale back to 1 then back to it's previous scale the DB grips reappear and it's once again dynamic.  Is this a glitch in LDT/C3D or possibly a glitch with my DBs?

Has anyone seen this happen before?  Is there a fix?
