Hey Guys,
I just added dimensions in model space that is not showing in paper space view. Layer is on, not frozen. Working with acad 2014. When I first
opened the drawing which I previously had worked on before with some dimensions already on the drawing, I could see the dimensions in paper space view.
WHATS GOING ON??? HELP???

My first guess is that the annotation scale might be wrong. It is only a guess as I don't have the file to verify whether it is right or wrong. Until a file is made available, this will remain a guess until verified.
Please post a file exhibiting this behavior.

one can always use toggle in lower right to show ALL annotative scale(s) in current viewport

Why? That would make the ones with the wrong scale show.
The proper way would be to check the dimension to see if it has the correct scale for the viewport.

it may make "the wrong scaled items show" however it does at least allow one to see/find them and add or remove annotative scales as required to right the wrong

from what I can see the dimensions are ALL set to 1:20 annotative scale...they all appear in the viewport here.
If I make a new viewport and set scale to 1:20 all dimensions appear...
specifically what dimension(s) on the plan is not showing up?

Yes to add to this, you're annotative scale naming scheme doesn't match.
The viewport is scaled 1=40, and your dimensions' annotative scale is set to 1:20.
So the proper viewport scale needs to be 1:20 to see the dimensions (vs 1=20 which is also on the list)
