Generate boundary from contour lines

Does anyone know of a way to "shrinkwrap" a dwg of topo lines (from an aerial survey) to generate a tight boundary? Shrinkwraplinework doesn't do it. We eventually generate a surface, but need the boundary to clip to.
Any direction would be appreciated.

After all thee years, I still have not found a good solution to this problem, so I thought I'd give this thread a bump.
Given a selection set of open ended plines (contour lines), how might I get an outer boundary? I'm at a loss for where to start.

There is a commercial package out there it has a cost but looks very promising. Will try to find it again.
