In the second link you posted, right below the 9.1.0 version download there is a link that takes you right to the 9.0.3 version.

When I open the CHM file I see the index but not the content. What do I need to do to get it to open properly?
- OK, I got the CHM to open correctly but it says DOSLIB 9.0, what's different about 9.0.3 ?

Look at the last item in the index of the CHM file "DOSLIB History". The minor release was just to allow support for versions of AutoCAD up to 2019. I don't think he has it updated for AutoCAD 2020-2021 yet. Doesn't work for me in 2021. Sorry :-(
EDIT - Correction. It does work in AutoCAD 2021. My loading routine was just not working! The DOSLIB History in the CHM file is out of date!

Have you unblocked *.zip or *.rar, before you extracted files from archive? Click to archive, right mouse click and go to Properties and then you'll see button for unblocking...

On Windows, sometimes CHM files are blocked from running on network shares. My work around is to copy the help files to my C: drive
